Review the query, the current page and the competing results together. A page ranking near the first page may need a clearer answer or stronger evidence. It may also be the wrong format for the search. Average position alone cannot tell you which change will help.
Group close query variants by the decision they represent. Assign a clear page owner to each distinct search intent. Toronto and Canada modifiers can belong in one service page when the offer and buyer task are the same. Separate pages need useful differences beyond changing the place name.

Quwa’s Discover clicks fell from 111,918 in February 2026 to 42,666 in March. Impressions fell by about 8.3%, while click-through rate moved from 6.69% to 2.78%. The much larger click decline made click-through rate an important part of the diagnosis.
